There were also several incidents of students being robbed of their bikes (and other items such as cellphones) by youth on the way to and from school. The main place this occurred was in the vicinity of the underpass that goes under the Southern motorway, as well as around Greenlane train station. The offenders were using the train network to enable their offending. Identification and prioritisationParents numerous parents had expressed their ocncerns to the school and Police. This was clearly evident at a community meeting held in July 2016. Students many students had been affected by these crimes, and had told the school and their parents. Some had even given up riding to school for fear of their bike being stolen or robbed from them. Police identified a significant increase in this offending over the last 2 years, compared with only 3 bikes reported stolen in the 5 years prior to 2015.Short-term goalIn Term 4 2016 there will be no thefts of bikes from school, and no robberies of bikes or other possessions from students on the way to or from school.Long-term goalIn 2017 there will be no more than 3 reports of bike thefts or students being targeted for their possessions travelling to or from school.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment Policies: Senior management insisted that all bikes brought to school must be locked at all times. Security: Local Police Community Teams and School Community Officers did regular foot patrols in the area before and after school. The school employed a security guard to wait at the underpass under the Southern Motorway. Teachers were on duty before and after school at the underpass and train station. Auckland Transport provided security staff at the Greenlane train station after school. Skilled staff three staff members were trained in Crime Prevention Through Environmental Design (CPTED) through piloting the teaching of Safer Schools (a crime prevention programme) in Term 4. Safe environment SCO worked with staff teaching Safer Schools as a pilot programme in anticipation of a national launch in 2017. Safer Schools involved the students doing inquiry-based learning on CPTED, applying this to their school through an audit, and recommending changes. Community connections Consultation local MP organised a meeting as a response to concerned parents. Approximately 80 parents turned up, along with local councillors, Auckland Transport representatives and Police. Collaboration the principal, deputy principal, and 3 class teachers initiated Safer Schools in Term 4. Police worked with the principal and DP to providet prevention advice to parents and students, as well as information regarding progress on the Police investigations. Model parents parents were asked to ensure that their children had strong bike locks, to record the bike serial numbers, and to see if they were prepared to form patrols at the underpass and train station after school. Curriculum teaching and learning Myself teachers and SCO taught students about CPTED. The students used this to assess the safety of their school environment. My friends the students worked in groups to audit the school and to present their findings back to their classmates. My community the students made recommendations to the school community in an assembly, which was also attended by Police, MP, Council, Auckland Transport representatives, BOT members and parents, on ways to improve the safety of the school environment for the benefit of all.ImpactSince August 2016 there have been no further incident of bike thefts at school, or robberies of bikes on the way to and from school. There has also been a significant decline in parent emails and phone calls to local Police. School staff and senior management have commented on the positive changes seen in their school, and have commended Police for their actions taken. Students say they feel safer knowing that there are measures in place for their protection.Next stepsImplementing Safer Schools in 2017. Developing additional aspects to Safer Schools where the soft (social environment) principles of CPTED and then taught (also as a pilot), before becoming an addition to the current Safer Schools four hard (physical) principles. Expanding Safer Schools beyond the school gate to examine the local community, especially places where students have been targeted.ObstaclesThree weeks is too short a time to realistically achieve every learning outcome in Safer Schools. Students not taking measures for themselves to prevent bike theft, by continually leaving them unlocked on the bike rack. Offenders can ride the Auckland Transport trains for free, and there is no barrier system to make them pay as they get on or off at most stations. The cost in Police resourcing, both in time and numbers, to ensure the safety of the students before and after school.ImprovementsTeaching Safer Schools over a whole school term in either Term 2 or 3. Teaching Safer Schools at Year 7 (and not Year 8 as in the pilot), as this will carry over to the following year when the students are in Year 8.ConclusionThrough this intervention the school, school community, Police, Council and Auckland Transport have partnered together to address a need for protecting students of Remuera Intermediate, both at school and travelling to and from school. This has seen students feel safer, and parents reduce their fear of their children being targeted. Through doing Safer Schools, the stduents now have a better understanding of the principles of crime prevention, and can take active measures to improve the safety of their environment.
